Slowly add in milk, whisking until smooth and completely combined before adding more. Whisk in vegetable broth. Cook for 5-10 minutes, whisking occasionally, until thickened.

Stir in 1/2 cup Parmesan and 1/2 cup mozzarella cheese. Remove from heat.
