Preheat oven to 350 degrees. Line a 9×9 square baking pan with parchment paper allowing the extra to hang over the sides. Set aside.
In a small bowl, mix together flour, baking soda, baking powder and salt. Stir to combine.
In the bowl of a stand mixer, cream together butter and both sugars until light and fluffy. Mix in egg and vanilla extract. Reduce the mixer speed to low and, working in batches, add in flour mixture. Fold in oats, figs and chocolate chips.
Spread mixture into baking pan. Bake for 25 minutes or until lightly browned. Remove from oven and let cool before cutting into squares.
